One of these containers was observed with a stinger pump inserted and as such was not closed. <br /> These containers were not in use at the time of inspection and no addition of waste was occurring. A container <br /> holding hazardous waste shall always be closed during transfer and storage, except when it is necessary to <br /> add or remove waste. These containers were closed, as required, at the time of inspection. <br /> 3) Black oily pooling (approximately 1.5 feet in diameter) liquid was noted below a parked agricultural equipment <br /> located adjacent to the walnut hulling area. A hazardous waste generator must maintain and operate its facility to <br /> minimize the possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste <br /> or hazardous waste constituents to air, soil, or surface water which could threaten human health or the <br /> environment.
