Ilemorand- u- m
-- - - - -
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD • CENTRAL VALLEY REGION
3443 Routier Road Phone: (916) 361-5600
Sacramento, CA 95827-3098 ATSS: 8-495-5600
TO: Antonia K. J. Vorster FROM: Dave L. Brent
Senior Engineer Project Engineer _
DATE: 15 January 1987 SIGNATURE:
SUBJECT: FIRE PROTECTION SYSTEM, PGandE, MC DONALD ISLAND
In March 1986 PGandE completed a two-day annual performance test of their
firewater protection system. They submitted a report with the findings of the
water quality investigation performed in conjunction with the performance test
and requested to meet with us to discuss a waiver of waste discharge require-
ments for the discharge from this operation. The meeting was tentatively set
for 21 November 1986 but was determined .unnecessary and cancelled.
During the annual performance test and when required for fire protection, the
system draws water from Turner Cut Slough through two vertical turbine pumps at
a combined rate of 4,000 gpm. The water is delivered to the Turner Cut and
Whiskey Slough platforms by a 12-inch pipeline and sprayed in a mist over the
platforms. A corrosion inhibiting compound at concentrations up to 600 ppm is
added to the system after each test or fire event and stored until discharged
during the next use of the system. The drainage from this operation travels
through a storm water drainage system, into irrigation ditches and eventually
back into Turner Cut Slough about 1/2 mile downstream from the intake.
The water quality investigation consisted of general mineral analysis; inorganic
and organic analysis; pesticides; PCBs and purgeable priority pollutants
analysis; and a 96-hour, percent survival bioassay test for all samples. Five
samples were taken; they consisted of the following
1. A background sample taken at the intake prior to the test.
2. A composite sample collected from the initial runoff of the Turner Cut ,
platform.
3. A composite sample collected from the sustained runoff at the Turner Cut
platform.
4. Same as No. 2 at the Whiskey Slough platform.
5. Same as No. 3 at the Whiskey Slough platform.
__ .----.--e-.wa--....- rrr-'s+ss-—s"E':r-.ir^'—tLSC^:T_•_+-r',^'s--3"'"r^...,,n,-...,.-n.y__r..-.-_..e•
