Your letter asked for verification that spent oil filters
will be considered nonhazardous waste if they are drained of
free-flowing oil.
The Department considers motor vehicle oil filters, which are
drained of all free-flowing oil, to be nonhazardous waste. We
recommend that the generator drain the filters for 24 hours to
allow for most of the oil to drain. This policy is currently under
review; final policy is not expected for several months. The used
oil is considered hazardous waste and must be managed in accordance
with all the applicable provisions of Chapter 6. 5 of the Health and -
Safety Code and Title 22 of the California Code of Regulations.
If you have any questions conce;:ning this letter, please contact tale
at the letterhead address or telephone number.
Sincerely,
Leif Peterson
Alternative Technology Section
Toxic Substances Control Division
cc: Robert McCormick
Alternative Technology Section
LP:vs _ .. ...
