All spill containers shall have a minimum capacity of five gallons and <br /> be capable of containing a spill or overfill until it is detected or cleaned up. Immediately contact a properly licensed, <br /> trained, and certified contractor to repair or replace the spill container under permit and inspection of the EHD. <br /> The used oil UST is not equipped with a spill container at the point of input. All USTs shall be equipped with a spill <br /> container that collects any hazardous substances spilled during product delivery operations, has a minimum <br /> capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary container or <br /> provide a means to keep the container empty. Immediately contact a properly licensed, trained, and certified <br /> contractor to install an approved spill container under permit and inspection of the EHD. If a spill container can't be <br /> installed immediately, there is a possibility that the used oil UST system may be red tagged to prevent inputs. <br /> This is a repeat violation, Class II. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Overfill prevention testing has not been conducted. This testing was required to be conducted by October 13, 2018. <br /> Immediately schedule this testing and provide 48 hours notification to the EHD. Ensure all future testing is <br /> conducted within required time frames. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> The monitoring system certification was conducted today, on 5/22/2019 and was not fully witnessed by EHD. <br /> Looked inside all sumps and UDCs. Verified sensor locations and piping communication. Verified spill bucket 5 <br /> gallon capacity. Paperwork inspection was completed on 6/7/2019. A complete report was provided at that time. <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Documents provided: Return to Compliance Certification form, schedule of free CUPA classes <br /> FA0006438 PR0231995 SCO01 05/22/2019 <br /> EHD 23-01 Rev.09/28/2018 Page 6 of 7 Underground Storage Tank Program OIR <br /> 1868 E.
