The sensors and interstitial liquid <br /> monitoring the interstitial space shall be maintained so that a breach in the primary or secondary containment is <br /> detected before the hazardous substance is released into the environment. Correct immediately by having a properly <br /> licensed, trained, and certified contractor replace the failed component with a functional component(LG 113-x listed, <br /> if applicable) and obtain a permit within one business day from the EHD. If the failed component can't be replaced <br /> immediately, there is a possibility that the diesel UST system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class Il. <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> Fuel filter in UDC 3/4 was observed to be weeping, fuel was also observed inside the brine reservoir of the UDC, <br /> indicating a leak in the primary piping. All primary containment for the UST system must be tight. Immediately have <br /> a properly licensed, trained, and certified contractor repair or replace the failed component under permit and <br /> inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> Water was found in the Diesel #2 fill sump. Secondary containment shall be constructed to prevent any water <br /> intrusion into the system by precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a <br /> hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately <br /> contact a properly licensed, trained, and certified contractor to address the water intrusion into the Diesel#2 fill <br /> sump under permit and inspection of the EHD. <br /> This is a repeat violation, Class Il. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations, title 23 division 3, <br /> chapter 16 section 2635(c)(2) shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair. The site did not performed the testing by October 13th, <br /> 2018. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the regulation and <br /> submit test results within 30 days of performing the inspection. Imminently schedule the overfill prevention equipment <br /> inspection.
