IMPLICATIONS <br /> There is no impact on the General Fund.Administrative costs associated with this transmittal are charged to the <br /> Department of Environmental Health,Vector Control District,Plant 411,Cost Center 4224,Fund 0028. <br /> REASONS FOR RECOMMENDATION <br /> During this reporting period,July through September 2005,Olivera Foods Poultry Ranch announced they have <br /> terminated their lease with the property owners and will cease poultry operations at the site.The Department's last site <br /> visit on September 29,2005 confirmed that all of the 140,000 chickens have been removed from the property. The <br /> current property owners,Mahmoud Ascarie and Parvanah Po bar,have been requested to notify the Department prior <br /> to any future commercial poultry operation commencing on the property,Attachment#1.All routine weekly inspections <br /> of the property have ended effective September 9,2005,and staff recommend suspending semi—annual monitoring <br /> reports to the Board of Supervisors. <br /> The fmal 2005 report of Olivera Foods Poultry Ranch indicated that adult fly activity remained below the fly control <br /> action thresholds of 50 and 75,as outlined in the signed Compliance Agreement between Olivera Foods Poultry Ranch <br /> and the Department.The Poultry Ranch Inspection Form,Attachment#2,indicates the weekly fly spot counts for the <br /> reporting period and notes the general condition of the ranch.While adult fly counts have remained low,it is noted that <br /> the general physical condition of the facility has steadily deteriorated.The yearly fly spot compilation graph,Attachment <br /> #3,compares average fly spot counts for calendar year 2003 through 2005.This count serves as a measurement of adult <br /> fly abundance at the poultry facility.Olivera Foods'weekly average spot card count for the months of May through early <br /> September 2005 was 23,as compared to similar monthly adult fly counts of 32 for 2003,and 21 for 2004.The average <br /> fly spot count for the 3—month period of this report,July through early September 2005,is lower than last years'(2004) <br /> average: 17.2 vs 19.55. <br /> Board of Supervisors:Donald F.Gage,Blanca Alvarado,Pete McHugh,Jim Beall,Liz Kniss <br /> County Executive:Peter Kutras Jr. <br /> 2 <br />
