appropriate when adult flies are numerous.Warm weather means more adult flies and shorter development time for immature <br /> flies(less than 1 week for the common house fly,Musca domestica). <br /> • The ranch should construct and deploy more adult fly traps(at least 6 or more traps)like the design of those currently in <br /> place and maintained by the Department around the outside of lay houses number one and two. <br /> • It is the opinion of the Department that during the summer months when fly control must be given a priority that the 160,000 <br /> bird Canada Road ranch cannot be adequately maintained with the current level of staffing. Inspections reveal that <br /> something always needs attention at this facility and available staff are used for other purposes other than fly control.This <br /> practice is not acceptable and contributes to the current high level of adult and immature flies on and about the ranch. <br /> • In the furtherance of good management,on site personnel,are required to keep and make available to the Department a <br /> insecticide spray log that indicates the date,time,fly control material used,the amount of sprayed material applied,the <br /> location of where the material was applied,and by whom the material was applied. <br /> • The agreed upon manure management plan requires a tractor or other mechanized device to remove the manure.This tractor <br /> or device must be in good operating condition.The plan also calls for a tractor to be on stand by should the primary removal <br /> device fail. Recent breakdowns suggests that the primary manure removal equipment is not in good operating condition and <br /> a tractor on stand by was not available for most of a working day which delayed manure removal.This is not an acceptable <br /> situation. You are expected to have manure removal equipment in operating condition or have equipment at the site in short <br /> order to facilitate manure removal. <br /> These expectations are firm.The ranch is expected to be a good neighbor by maintaining exemplary fly control practices. <br /> Notice of Violation <br /> Since the August 9,2002 meeting, inspections of the 4140 Canada Road poultry facility on August 8, 12, 16, 19,and 22, 2002 <br /> have revealed that the ranch has failed to keep flies at acceptable levels and spot card indicator averages have been above the <br /> threshold level of 50 spots that was establish by the Department.This letter serves as notice that if flies occur again as immature <br /> stages and adults in numbers considerably in excess of those found in the surrounding environment that we will start <br /> legal/administrative action to obtain compliance.Enclosed are pictures of the excess numbers of immature fly larva,immature fly <br /> pupa,and adult flies that were found during the week of August 8,2002 through August 22,2002. A comprehensive fly control <br /> program would have prevented this from occurring. <br /> The Department is committed to a balance between the agricultural needs of our community and the needs of surrounding <br /> individual to be able to enjoy their homes.
