Greg Gibson <br /> Louise Avenue Water Treatment Facility -2- 7 February 2017 <br /> Based on the information provided, the use of a concrete-lined solids drying bed does not <br /> represent a discharge to land and does pose a threat to surface water or groundwater. <br /> Therefore, use of a concrete-lined drying bed for solids, which will replace the settling basin and <br /> filter press, is acceptable, with the understanding that: <br /> • Solids will be contained in the drying bed and will not at any time be in contact with the <br /> ground surface; <br /> • The drying bed will be appropriately maintained to avoid generating nuisance conditions, <br /> such as odors and fly-breeding; <br /> • Solids recovered from the drying bed are transported to an appropriate disposal facility; <br /> and <br /> • The Central Valley Water Board will be notified if changes to the waste disposal activities <br /> or solids handling are made. <br /> If you have any questions, please contact Dina Calanchini in our Waste Discharge to Land <br /> Permitting Unit.
