Y
Leho'p City of Lathrop Spill Response Plan
1.0 Agency Roles & Responsibilities
The purpose of this Spill and Illicit Discharge Response Plan is to provide a framework
for spill and illicit discharge response procedures in the City of Lathrop and to comply
with the Phase 1I Small MS4 NPDES General Permit Order No. 2013-0001-DWQ. This
spill plan is designed to provide general response procedures to the City of Lathrop
employees. However, each situation is unique and field conditions may necessitate a
variation from these procedures. The plan does not specifically address follow up
measures for hazardous materials spills or sanitary sewer overflows (SSOs). The City's
Fire Department will respond to hazardous materials spills within the City under the
direction of their Hazardous Materials Response Plan. The City's Public Works
Department will respond to SSOs under the direction of their Overflow Emergency
Response Plan.
Department Contact/Phone Responsibilities
Fire Department Emergency—911 ■ Hazardous Materials
Non Emergency— ■ Unknown/Unidentifiable
(209) 858-1180 Materials
■ Emergency Response
Police Department Emergency—911 ■ Emergency Response(Access
Non Emergency— Control)
(209)468-4400
Utilities - Wastewater Public Works/On-call ■ Sanitary Sewer Overflows
Operator— (SSOs)
(209) 941-7430 ■ 24-Hour Reporting Line
Operations & Public Works/On-call ■ Illicit Discharge Identification
Maintenance Operator— ■ Non-Hazardous Material
(209) 941-7430 Response
Code Enforcement 1 (209) 941-7280 ■ Enforcement/Mitigation
RECEIVED
MAY 10 2016
ENVIRONMENTAL_ HEALTH
DEPARTMENT
City of Lathrop Spill Response Plan I Rev. 10127/15
