4.3 Attempt to Locate the Responsible Party <br /> The Responsible Party shall provide adequate cleanup for a spills or illicit discharges. <br /> If the Responsible Party cannot be identified, the City of Lathrop will work with San <br /> Joaquin County Environmental Health Department (SJEHD) or The Office of <br /> Emergency Services (OES) to ensure that the necessary steps are taken to clean up the <br /> spill or illicit discharge. <br /> 4.4 Perform Cleanup <br /> Parties responding to the incident will work downstream to determine the extent of <br /> cleanup required. Cleanup shall be conducted to remove pollutant potential as a <br /> result of the spill or illicit discharge to the maximum extent possible. The City shall <br /> use the following indicators, where appropriate to assess removal of pollutant <br /> potential: <br /> ■ Analytical data <br /> ■ Return to natural color, odor, and/or appearance <br /> ■ Removal of sheens <br /> ■ Removal of engrained pollutants with potential to release overtime <br /> ■ Removal of stained or saturated soil <br /> ■ Removal of all cleanup materials (i.e. absorbents) <br /> 4.5 Work Toward Cost Recovery <br /> If the Responsible Party is identified, every effort should be made to receive cost <br /> recovery for fund expended by the City of Lathrop. Documentation from the process of identifying, containing <br /> and cleaning up spills and illicit discharges should be collected. Documented actions <br /> should be provided to the City of Lathrop Storm Water Program Director to be tracked in <br /> the annual report. These actions should be included in annual reports including such as: <br /> the number of outfalls screened; any complaints received and corrected; the number of <br /> discharges and quantities of flow eliminated; the number of dye or smoke test conducted, <br /> etc. This illustrates that progress is being made to eliminate illicit connections. <br /> In addition, the following items should be documented: <br /> City of Lathrop Spill Response Plan 11 Rev. 10127115 <br />
