FINDINGS FOR USE PERMIT <br /> PAA 900301 <br /> SAIMA AHMED / COMPASSIONATE CARE CONGREGATE LIVING , LLC <br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General Plan , any <br /> applicable Master Plan , Specific Plan , and Special Purpose Plan , and any other applicable plan <br /> adopted by the County . <br /> • This finding can be made because the group care facility ( Use Type : Group Care — Large ) <br /> may be conditionally permitted in the Low Density Residential ( R - L ) zone with an approved <br /> Use Permit application . The project site has a General Plan designation of RIL ( Low Density <br /> Residential ) , and the R - L zone is an implementing zone for this designation . There are no <br /> Master Plans , Specific Plans , or Special Purpose Plans in the vicinity . <br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other necessary <br /> facilities have been provided , and the proposed improvements are properly related to existing and <br /> proposed roadways . <br /> • This finding can be made because adequate utilities , access roads , sanitation , drainage , <br /> and other necessary facilities have been provided and the proposed improvements are <br /> properly related to existing and proposed streets and highways . The project site is currently <br /> served by California Water Services and City of Stockton for sewer services . The <br /> Department of Public Works is requiring the developer to provide drainage facilities that <br /> meet the requirements of San Joaquin County Development Standards for the runoff <br /> attributed to this application . <br /> 3 . The site is physically suitable for the type of development and for the intensity of development . <br /> • This finding can be made because the 0 . 4 - acre parcel is of adequate size and shape to <br /> accommodate the proposed group care home . The site plan shows that there is sufficient <br /> area for parking and circulation , in compliance with standards of the Development Title . The <br /> access driveway meets the twenty -five ( 25 ) foot minimum requirement for two -way access . <br /> 4 . Issuance of the permit will not be significantly detrimental to the public health , safety , or welfare , or be <br /> injurious to the property or improvements of adjacent properties . <br /> • This finding can be made because the project is compatible with surrounding uses and will <br /> not be significantly detrimental to the public health , safety , or welfare , or be injurious to the <br /> property or improvements of adjacent properties . <br /> 5 . The use is compatible with adjoining land uses . <br /> • This finding can be made because the proposed group care facility is a residential use which <br /> will enable the parcel to retain its residential character and continue to be compatible with <br /> the adjoining land uses , which are residential uses .
