S0 JOA U 1 Environmental Health Department <br /> U ; i y I AMENDED <br /> 10/5/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> R&A Auto Dismantling 826 N Sacramento St, Lodi September 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION 1: Observed liquid and debris in the central and eastern secondary containment containers in the <br /> hazardous waste storage area. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment into proper working order by removing the liquid and <br /> debris in the secondary containment and placing in the proper waste container. Provide a corrective action <br /> statement to the San Joaquin County Environmental Health Department within 30 days. <br /> OBSERVATION 2: Observed a fire extinguisher in the shop entrance that requires servicing.Although the tag <br /> shows the fire extinguisher was last serviced on March 2, 2020,the arrow is pointing to Recharge. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the fire extinguisher into proper working order by repair, replacement or testing. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on October 5, 2020 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Waste Streams Observed: lead acid batteries, used oil, waste diesel fuel, used absorbent material <br /> Minor Violations corrected during the inspection: Emergency coordinator and modified contingency plan was <br /> posted during the inspection by facility personnel.
