Box 3048 <br /> Portland, OR 97208 <br /> Dear Mr. McCormick: <br /> APPROVAL OF SITE MOTHBALLING PLAN <br /> MCCORMICK & BAXTER, SAN JOAQUIN COUNTY <br /> The Department of Health Services (DHS) approves the documents <br /> submitted by letter dated July 20, 1990 regarding the <br /> mothballing of the McCormick and Baxter (M&B) facility in <br /> Stockton. The documents are a Site Mothballing Plan, <br /> Post-Mothballing Site Activities, and Environmental Cost <br /> Allocations. <br /> The only concern regarding the Site Mothballing Plan is in <br /> regards to the disposal of tank sludges contaminated with <br /> pentachlorophenol (PCP) . DHS is aware that M&B currently <br /> disposes of PCP wastes from their operation. Our discussions <br /> with EPA has indicated that it is difficult to locate disposal <br /> facilities. DHS requests that M&B identify their disposal <br /> facility along with an approval letter from that facility <br /> accepting the identified wastes. <br /> DHS agrees with the examples presented allocating costs <br /> between environmental and plant operation. However, some <br /> items, such as the cap for the track pit, have both a remedial <br /> action and operational component and a specific cost <br /> allocation would be made depending on the circumstances at the <br /> time. <br />
