s
State of California Deportment of Health Services
Memorandum
ToJim Tjosvold, P. E.
Date : April 29, 1988
Senior Waste Management Engineer
Subject: McCORMICK AND
 F BAXTER TANK AND
SUMP INTEGRITY
REPORT
From Jeff Van Slooten
Associate Hazardous Materials'
Specialist
McCormick and Baxter submitted a report titled "Tank and Sump
Integrity" , which was dated October 1987 and received October 23,
1987 . The report inventories the 17 sumps and three underground
tanks at the site, with visual inspections, inspection sheets for
four sumps, and tank tightness certification. The report
concludes with presenting several mitigation measures for
potential sources that could be used in the Plant OUFS.
M&B must investigate all potential sources of hazardous waste
emission into the environment. The report presented does not
supply sufficient information regarding the integrity of the
entire system. To fulfill that requirement, the Department
requests are as follows. This information should be presented in
the Plant OUFS.
1. Information for each sump includes:
a) what is the history of wastes disposed,
b) how long has the sump been in operation,
c) how often is each sump cleaned out,
d) what manifest records are there to support this,
e) have the sumps had any past releases from spills or
discharge,
f) do any sumps have secondary containment,
g) for steel lined sumps, when were they steel-lined,
h) for concrete sumps, do they have concrete bottoms.
2 . In addition to sumps and tanks, all piping should be
included in the investigation.
3 . The table states that many sumps contained fluids. In these
cases, visual inspection below the surface cannot be
adequately performed.
4 . The method of testing integrity of sumps should be further
expanded from only visual. Probing the sides and bottom
will give better information on structural strength.
