E. <br /> Date : April 29, 1988 <br /> Senior Waste Management Engineer <br /> Subject: McCORMICK AND <br /> � F BAXTER TANK AND <br /> SUMP INTEGRITY <br /> REPORT <br /> From Jeff Van Slooten <br /> Associate Hazardous Materials' <br /> Specialist <br /> McCormick and Baxter submitted a report titled "Tank and Sump <br /> Integrity" , which was dated October 1987 and received October 23, <br /> 1987 . The report inventories the 17 sumps and three underground <br /> tanks at the site, with visual inspections, inspection sheets for <br /> four sumps, and tank tightness certification. The report <br /> concludes with presenting several mitigation measures for <br /> potential sources that could be used in the Plant OUFS. <br /> M&B must investigate all potential sources of hazardous waste <br /> emission into the environment. The report presented does not <br /> supply sufficient information regarding the integrity of the <br /> entire system. To fulfill that requirement, the Department <br /> requests are as follows. This information should be presented in <br /> the Plant OUFS. <br /> 1. Information for each sump includes: <br /> a) what is the history of wastes disposed, <br /> b) how long has the sump been in operation, <br /> c) how often is each sump cleaned out, <br /> d) what manifest records are there to support this, <br /> e) have the sumps had any past releases from spills or <br /> discharge, <br /> f) do any sumps have secondary containment, <br /> g) for steel lined sumps, when were they steel-lined, <br /> h) for concrete sumps, do they have concrete bottoms. <br /> 2 . In addition to sumps and tanks, all piping should be <br /> included in the investigation. <br /> 3 . The table states that many sumps contained fluids. In these <br /> cases, visual inspection below the surface cannot be <br /> adequately performed. <br /> 4 . The method of testing integrity of sumps should be further <br /> expanded from only visual. Probing the sides and bottom <br /> will give better information on structural strength. <br />
