The <br /> report concludes that conditions at the site do not present an <br /> imminent public health threat. It states that the highest <br /> exposed population is onsite workers from use of the application <br /> process. Other potentially exposed populations, that were <br /> evaluated, include: 1) workers at downwind facilities; 2) <br /> trespassers who use the bank to fish; and 3) workers at the <br /> Stockton Wastewater Facility. Residents in the area were not <br /> described as potential receptors because the existing physical <br /> barriers limit their exposure to contaminated dust. Also, the <br /> residents were described as having no exposure to groundwater, <br /> and no surface water contact. <br /> Exposure concentrations for workers were based on air exposure to <br /> products at the facility. The report states that levels in soils <br /> are far less than air exposure to products. Air samples were <br /> collected, in 1986, from four employees at M&B. The employees <br /> include two retort workers,the site engineer, and a maintenance <br /> man. Samples were tested for arsenic, copper, and zinc. The <br /> levels found were from ten to thousands times lower than OSHA <br /> PELs. No air samples were taken for organics. The report uses <br /> studies by NIOSH (1981) and USDA (1980) to conclude that the <br /> exposure concentrations for organics were acceptable. <br /> Exposure concentrations to downwind offsite workers was <br /> calculated using air quality modeling. The contaminants modeled <br /> were pentachlorophenol and arsenic and calculated to be over 200 <br /> times and 3 times, respectively, lower than OSHA PELs. <br /> An evaluation of the exposure to trespassers, via ingestion, <br /> could not be performed, due to insufficient soil concentration <br /> data in the fishing area. Workers at the Stockton Wastewater <br /> Facility were not considered because of dilution prior to <br /> contact. <br />
