In order to remediate this site in a timely fashion, <br /> starting these tasks, as requested, will save three months and <br /> reduce contamination migration. If McCormick and Baxter is <br /> unable to move these task completion dates, the State is to be <br /> notified. <br /> Unamended Comments <br /> McCormick and Baxter has not incorporated 14 of the State's <br /> comments. Based on McCormick and Baxter's responses, <br /> resolution for eight of the State's comments (6, 7 , 9, 20, 21, <br /> 37 , 39 , 40) may be deferred until further information is <br /> collected. However, action is required for the remaining <br /> comments which do not offer proper justification and may cause <br /> data collected to be invalid. The Department's interpretation <br /> of these 14 comments is as follows. <br /> Comment 6 <br /> McCormick and Baxter has refused to date to take subsurface <br /> geologic samples at this site below the "A" zone. All cross <br /> sections below the "A" zone have been general in nature and <br /> described by geophysical logging methods. It would be <br /> valuable to perform continuous coring/sampling for <br /> confirmation of the geophysical logs and as an exact <br /> stratigraphic log. This may show correlation of stratigraphic <br /> units encountered which would be useful in defining plume <br /> migration. Continuous coring/sampling will help to identify <br /> highly permeable strata that could allow contaminants to <br /> rapidly migrate or highly impermeable units that could impede <br /> the spread of contamination. This knowledge may benefit <br /> McCormick and Baxter for costs associated in placement of <br /> additional wells. <br /> The State does not accept McCormick and Baxter's proposal to <br /> re-evaluate the need for continuous coring after completion of <br /> tasks 18 and 19 . The State believes that data generated from <br /> aquifer testing water quality samples and monitoring well <br /> elevations will better define whether continuous coring is <br /> necessary. We will delay our decision until this data is <br /> submitted. <br /> Comment 7 <br /> The Dc-partment .ccepts McCormick and Baxter's rationale ic.. <br /> delaying the cc, ,pletion of a D-zone well at OS-4 location <br /> until the groundwater plume has been better defined through <br /> data collected from the first phase of well installations. <br />
