Allen, Ph.D <br /> Chief, Northern California Section <br /> Designated State Representative <br /> Department of Health Services <br /> Toxic Substances Control Division <br /> 4250 Power Inn Road <br /> Sacramento, California 95826 <br /> Subject: Transmittal of McCormick and Baxter <br /> Revised Work Plan <br /> Dear Dr. Allen: <br /> On May 11 , 1987, McCormick & Baxter Creosoting Company sub- <br /> mitted a "Workplan for Completion of the Site Assessment <br /> Plan and Pollution Control Mitigation Plan" for the <br /> McCormick & Baxter facility in Stockton. Both the Department <br /> of Health Services and the Regional Water Quality Control <br /> Board reviewed the plan and, on June 23 , 1987, McCormick & <br /> Baxter and CH2M HILL met with representatives of DHS and the <br /> RWQCB to discuss the workplan. On July 3 , 1987 , a joint <br /> DHS/RWQCB letter was issued, which listed 60 comments <br /> regarding the technical approach and 13 comments regarding <br /> health and safety plans. McCormick and Baxter appreciates <br /> the thorough review provided by DHS and RWQCB personnel and <br /> finds most of these comments acceptable. <br /> In accordance with the July 3 letter, the Health and Safety <br /> issues have been addressed verbally with DHS personnel in <br /> order that field activities could be initiated. The <br /> workplan tasks were initiated July 20 and drilling commenced <br /> July 27. <br /> The attached workplan has been amended to address 46 of the <br /> 60 technical comments in direct agreement with the July 3 <br /> letter. The remaining 14 comments have either been addressed <br /> differently from the DHS/RWQCB comments, or have not been <br /> addressed because McCormick & Baxter is not in agreement <br /> with these comments at this time. <br /> Attached to this letter is a copy of the joint DHS and RWQCB <br /> letter of July 3 , which includes the 60 technical comments. <br />
