State of California Department of Health Services <br /> Memorandum <br /> To James Tjosvold Date : APR 2 6 1989 <br /> Senior Waste Management Engineer <br /> Subject: M&B Portland <br /> Air Study <br /> Toxic Substances Control Division <br /> From 4250 Power Inn Road <br /> 924-2130 <br /> McCormick and Baxter (M&B) submitted the results of their <br /> ambient air study (February 24 , 1989) for the Portland, Oregon <br /> facility. Although the results are site specific, the report <br /> format and sampling methodology have been reviewed. <br /> Sampling Methodology <br /> 1. The Oregon Department of Environmental Quality (DEQ) <br /> requested one filter per month to be analyzed for <br /> chlorinated phenols and polynuclear aromatic hydrocarbons <br /> (PAH) . Neither DEQ comments (June 17 , 1988) nor M&B <br /> response (July 1988) directly address that the hold time <br /> for both organic constituents are only 7 days and 40 days <br /> after extraction. <br /> The reported results have filter reweigh dates of 7, 10, <br /> 18 , and 29 days. For valid results, DHS samples will be <br /> reweighed and extracted within the necessary time. <br /> 2 . Additional site characteristics may be useful for an <br /> endangerment evaluation. This would include sieve <br /> analysis of the topsoil for determining the airborne <br /> fraction, and soil moisture (from rainfall and plant <br /> operation) analysis to determine the potential for <br /> air-borne particulates. <br /> 3 . Both chlorinated phenols and PAH are semi-volatile <br /> chemicals. Collection of only contaminated particulates <br /> assumes that the chemicals are irreversibly adsorbed. The <br /> particulates trapped on the filter are subjected to a <br /> large volume of air at a high rate and may have chemicals <br /> stripped off. <br />
