Background <br /> On October 16, 1989, the Toxicology and Risk Assessment Unit <br /> received the following documents for review: <br /> 1. "Agency Review Draft Remedial Action Pian (RAP) " , <br /> Volume 1. <br /> 2 . "Agency Review Draft Baseline Public Health Assessnent <br /> (PHA) " , Volume 2 . <br /> 3 . "Agency Review Draft Feasibility Study (FS) " , Volume 3 . <br /> All documents were prepared by CH2M Hill , San Francisco, <br /> California, and dated October 6, 1989 . They were submitted <br /> by McCormick and Baxter Creosoting Company, Stockton, <br /> California. A Draft Preliminary Public Health Risk <br /> Assessment dated January 18 , 1988 was previously reviewed <br /> and comments sent to Region 1 on May 26, 1989 . Additional <br /> information reviewed includes preliminary laboratory results <br /> from the Department of Health Services (DHS) soil sampling <br /> as of July 31, 1989 . These analyses were performed by <br /> Chemwest Analytical Laboratories, Incorporated. The PHA was <br /> reviewed by Drs. R. Becker and J. Parker. Draft comments <br /> were sent to Region 1 on November 14 , 1989 . After <br /> discussion with Jeff Van Slooten on November 15 and 28 , <br /> 1989, the review was finalized. D. Nork evaluated the <br /> hydrogeologic aspects of the reports. <br /> II. General Comments - These major points must be addressed in <br /> order to adequately evaluate potential risk. <br /> 1. The nature and extent of contamination has not been <br /> completely determined and therefore the potential risk <br /> to the population can not be determined. The air <br /> concentration of dusts and volatiles has not been <br /> adequately characterized. Without this information, <br /> the assessment of potential risk cannot be properly <br /> evaluated. <br />
