Overall, we are most appreciative of the <br /> State' s general approval of our plan and the effort being <br /> made to efficiently solve the problems at the site. <br /> The State ' s proposal that we immediately submit an air <br /> monitoring plan and a dioxin testing plan will require some <br /> discussion. <br /> We are currently conducting an Air Monitoring Program <br /> at our Portland, Oregon plant under the direction of the <br /> D.E.Q. As both plants are virtually identical, it would <br /> seem logical to obtain the Portland results before duplicat- <br /> ing the work in California. Someone from DHS or CVRWQCB <br /> could visit the Portland site, review the work plan, and <br /> monitor the results as required to verify the suitability of <br /> this proposal. <br /> Our Preliminary Site Assessment for Dioxins, October, <br /> 1987 concluded that dioxins should not be a significant pub- <br /> lic health concern at Stockton. We are unaware of any new <br /> site specific data or general scientific data that would <br /> heighten our concern. To the contrary, EPA appears to be <br /> reassessing dioxin, indicating that it is less toxic than <br /> previously theorized. We would like to commence sampling in <br /> eight (8) months as proposed. <br /> 1 <br /> Finally, it is my understanding that our CRP is up and <br /> running. Apparently there was a good meeting last week be- <br /> tween your staff and CH2M HILL and the program should run <br /> smoothly. <br />
