The reason for offsite visit was due to the bio-security concerns posed from the <br /> recent Newcastle Disease. The inspection started on Briggs Rd. The complainant indicated that he <br /> lived on Briggs. I drove slowly with both windows down the full length of Briggs Rd. There was some <br /> odor in the 600 block of Briggs. The odor was not chicken manure. The odor was not strong and could <br /> not be identified. It could be feathers and feed or manure from the cow operation 919 W. Bowman Rd. <br /> There was no chicken manure odor at the western end of Briggs Rd. <br /> The inspection continued on Manila Rd. Once on Manila Rd, I drove slowly with the windows down <br /> and checked for odors. There were odors from corralled horses located at 491 W. Manila. Traveling <br /> west on Manila I was able to smell odors from the egg ranch starting at 499 W. Manila (500 foot away <br /> from 491) the odors were detectible to 603 W Manila. The odors were the strongest at 603. The odors <br /> were light to moderate. <br /> From Manila Rd I did not see any dry padding activity. If they is dry padding activity it was minimal. <br /> The wind was blowing in a NW direction @ 15 Miles per Hour (MPH), gust to 20 MPH according to <br /> the National Weather Service at the Stockton Municipal Airport. The wind would allow mixing and <br /> dilution to the odors. I was sensing the odors at approximately 1800 feet way from the nearest chicken <br /> house. <br /> The inspection continued to Bowman Rd. The same method of driving slowly with the window down <br /> was used. The strongest odor smelled on Bowman was the cow operation @ 919 W. Bowman Rd. <br /> There were several cows and the corrals were very wet from the rainy season. No chicken manure <br /> odors. <br /> Based on my activities I was not able to verify the allegations of the complaint. Complaint abated. <br /> The complainant called on 4/10/2019 to add allegation that the facility owner excavated trenches in the <br /> bottom of the lagoon. <br /> 1868 E.
