Page 3 of 6 <br /> 1 have had some recent involvement at the Olivera Foods site. Mr. Olivera is currently looking to improve <br /> manure management on the property and plans to add a fly ash drying pad to the inside of <br /> the secondary lagoon that is currently dry. Mr. Olivera has submitted an amendment to his Manure <br /> Management plan to conduct a windrow manure drying operation in this location. This operation is similar <br /> to a composting operation in appearance, but is for the purpose of drying manure. <br /> I made an unannounced site visit to the ranch on August 9, 2010, to check on the windrow <br /> drying operation and windrow temperatures. The temperatures were below 122 degrees F (Title <br /> 14, California Code of Regulations trigger for regulation). At West end of Briggs Road I didn't note any <br /> odors from the Olivera manure lagoon, but did begin to detect odor at 500 feet from the lagoon. The odor <br /> was initially light, but increased as I approached the lagoon. I checked the manure lagoon for a floating <br /> solids mat and noted that the mat covered 40-50% of the lagoon. My concern with the mat is that it could <br /> increase the incidence of fly breeding. I spoke with the site manager, Mr. John Den dulk. I asked Mr. <br /> Den dulk to agitate the lagoon and break up the solids mat to prevent fly breeding. He stated that he had <br /> concerns that breaking up the mat may cause more odor, but he needed to prevent the fly breeding <br /> issue and agreed to do it. During the conversation, Mr. Den dulk mentioned that Mr. Olivera is currently <br /> seeking a permit to install a bio-digester at the site. This would handle the manure waste and the <br /> methane gas produced could generate electricity. Mr. Olivera has continued to make efforts to <br /> lower the impact from his operation on the surrounding community. Some of the changes are still in <br /> progress (not finished). <br /> Our office received an odor complaint on August 10, 2010. 1 made a site visit on August 11, 2010. During <br /> the site visit I spoke with Mr. Den dulk and he confirmed that they agitated the lagoon on August 10, 2010, <br /> for approximately 1 hour. I called the complainant back and the complainant had already <br /> called APCD. The EHD oversees Olivera Foods operation for the manure management practices, solid <br /> waste management, vector control and sanitation. The EHD has made it a practice to respond to all <br /> complaints. The complaints received by the EHD for odor can be an indication that the operation may <br /> have other issues related to our oversight, so we respond. If issues exist that are under the EHD's <br /> authority, then we will follow up.
