State of California Department of Health Services
Kern orand urn
To Files Date :September 18, 1986
Subject:
Sampling Plan,
Brea Agricultural
Services, July 23 ,
1986, Linden, San
Joaquin County
From : Charles A. McLaughlin CA*'
Associate Hazardous Materials Specialist
I have the following comments on the subject plan.
1. There is no Material Safety Data Sheet or laboratory
analysis to support the statement that the dormant
spray oil is nonhazardous.
2 . Analytical data are presented throughout the Plan.
These should be presented in tabular form, including
the sampling date, person or agency collecting the
sample, sample number, and sample results.
3 . The Health and Safety Pian, reviewed by Pamela Murcell
Bare, CIH, is completely inadequate.
4 . It is not clear whether or not Diamond Walnut has or
will giant approval for access to collect a background
sample.
5. Decontamination procedures for cleaning sampling
equipment between samples are inadequate.
6 . Chain-of-custody documentation is not discussed.
7 . Reference is made to the California Assessment Manual .
This reference should be Article li, Chapter 30, Title
22 , California Administrative Code.
CAM:j ka
