TABLE 7 <br /> Fuel Transfer Procedures <br /> TEC EQUIPMENT INC. <br /> 2050 East Louise Avenue, Lathrop, California <br /> Stage Tasks <br /> Prior to unloading 0 Inform facility personnel and gain consent for delivery, unless prearranged. <br /> • All fuel delivery personnel must measure and verify that sufficient volume <br /> (gallons) is available in the storage tank. 90% of Maximum AST volume must <br /> be measured less than maximum fill line. <br /> • Electronic-Overfill senor operation must be monitored continuously and verified <br /> with Tank tape gauges are reading and accurately measuring Tank volume. <br /> TERMINATE fueling when Electronic-Overfill senor demonstrate filling at 95%of <br /> tota I. <br /> • Record tank volumes on a checklist prior to work. Calculate the percentage of <br /> the AST available and document, verify with delivery vendors the proposed <br /> volume for delivery. Inspect the Level Display on the loading end of the AST and <br /> review the readings. Ensure the volume for loading is within the ullage. <br /> • Inform facility personnel of ANY overage and WAIT. <br /> • Tank 1 and 2 are two 6,000-gallon tanks manifolded together. 95% maximum <br /> volume is 11,400-gallons. <br /> • However, if the tank is filled by employees and can be visually inspected from <br /> the surface/top during filling and might be filled to the limit of the AST. <br /> • AST is filled by tanker truck employee, with a Facility employee inspecting the <br /> loading. <br /> • Visually check all hoses for leaks and wet spots. <br /> • Lock in the closed position all drainage valves of the secondary containment <br /> structure if applicable. <br /> • Secure the tank vehicle with wheel chocks and interlocks. <br /> • Ensure that the vehicle's parking brakes are set. <br /> • Verify proper alignment of valves and proper functioning of the pumping <br /> system. Make sure all values are in the proper positions. <br /> • Establish adequate bonding/grounding prior to connecting to the fuel transfer <br /> point. <br /> • Use bucket when removing all plugs and caps. <br /> • Place drip pans under receiving headers. <br /> • Hook up vapor hose when loading and unloading. <br /> During unloading When making a connection, shut off the vehicle engine. <br /> • Driver must stay with the vehicle at all times during unloading activities. <br /> • Periodically inspect all systems, hoses and connections. <br /> • When loading, keep internal and external valves on the receiving tank open <br /> along with the pressure relief valves. When transferring Class 3 materials, shut <br /> off the vehicle engine unless it is used to operate a pump. <br /> • Monitor flow meters to determine rate of flow. <br /> • When topping off the tank (95% Maximum), reduce flow rate to prevent <br /> overflow. <br />
