i <br /> CONTINGENCY PLAN &T INING <br /> 43 66265.51(a) (CCR) N contingency plan. <br /> 44 66265.51(b) (CCR) F iled to implement contingency plan. <br /> (a) Each owner or operator shall he e a contingency plan for the facility. The contingency plan shall be designed to minimize hazards to human health <br /> or the environment from fires,explosions,or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to <br /> air,soil,or surface water. f <br /> (b) The provisions of the plan shall be carried out immediately whenever there is a fire,explosion,or release of hazardous waste or hazardous waste <br /> constituents which could threatO human health or the environment. <br /> 45 66265.52 (CCR) Contingency plan incomplete. <br /> (a) The contingency plan shall desc4e the actions facility personnel shall take to comply with sections 66265.51 and 66265.56 in response to fires, <br /> explosions,or any untanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air,soil,or surface water at <br /> the facility. <br /> (b) If the owner or opera has alrea y prepared a Spill Prevention,Control,and Countermeasures(SPCC)Plan in accordance with 40 CFR Part 112, <br /> or 40 CFR Part 1510,or some of er emergency or contingency plan,the owner or operator need only amend that plan to incorporate hazardous <br /> waste management provisions th t are sufficient to comply with the requirements of this chapter. <br /> (cj The plan shall describe arrangem nts agreed to by local police departments,fire departments,hospitals,contractors,and State and local <br /> emergency response teams to co rdinate emergency services,pursuant to section 6 <br /> (d) The plan shall list names,addres as,and phone numbers(office and home)o all pf rsonsqualified to act as emergency coordinator(see section <br /> 66265.55),and this list shall be k t up to date. Where more than one person is listed,one shall be named as primary emergency coordinator and <br /> others shall be listed in the order i which they will assume responsibility as alternates. <br /> (e) The plan shall include a list of all emergency equipment at the facility(such as fire extinguishing systems,spill control equipment,communications <br /> and alarm systems(internal and edemal%and decontamination equipment),where this equipment is required. This list shall be kept up to date.In <br /> addition,the plan shall include the�ocation and a physical description of each item on the list,and a brief outline of its capabilities. <br /> (f) The plan shall include an evacuati n plan for facility personnel where there is a possibility that evacuation could be necessary. This plan shall <br /> describe signal(s)to be used to be in evacuation,evacuation routes,and alternate evacuation routes(in cases where the primary routes could be <br /> blocked by releases of hazardous aste or fires). <br /> (g) The plan shall include the current t lephone number of the State Office of Emergency Services. <br /> 46 66265.53(a) (CCR) Con ingency plan not on site. <br /> A copy of the contingency plan and all re isions to the plan shall be: <br /> (a) maintained at the facility;and <br /> (b) submitted to all local police depart ents,fire departments,hospitals,and State and local emergency response teams that may be called upon to <br /> provide emergency services. <br /> 47 66265.55 (CCR) No eme gency coordinator. <br /> At all times,there shall be at least one emloyee either on the facility premises or on call(i.e.,available to respond to an emergency by reaching the <br /> facility within a short period of time)with t responsibility for coordinating all emergency response measures. This emergency coordinator shall be <br /> thoroughly familiar with all aspects of the f cility's contingency plan,all operations and activities at the facility,the location and characteristics of waste <br /> handled,the location of all records within t e facility,and the facility layout.In addition,this person shall have the authority to commit the resources <br /> needed to carry out the contingency plan. <br />
