i CONTINGENCY PLAN &T INING 43 66265.51(a) (CCR) N contingency plan. 44 66265.51(b) (CCR) F iled to implement contingency plan. (a) Each owner or operator shall he e a contingency plan for the facility. The contingency plan shall be designed to minimize hazards to human health or the environment from fires,explosions,or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air,soil,or surface water. f (b) The provisions of the plan shall be carried out immediately whenever there is a fire,explosion,or release of hazardous waste or hazardous waste constituents which could threatO human health or the environment. 45 66265.52 (CCR) Contingency plan incomplete. (a) The contingency plan shall desc4e the actions facility personnel shall take to comply with sections 66265.51 and 66265.56 in response to fires, explosions,or any untanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air,soil,or surface water at the facility. (b) If the owner or opera has alrea y prepared a Spill Prevention,Control,and Countermeasures(SPCC)Plan in accordance with 40 CFR Part 112, or 40 CFR Part 1510,or some of er emergency or contingency plan,the owner or operator need only amend that plan to incorporate hazardous waste management provisions th t are sufficient to comply with the requirements of this chapter. (cj The plan shall describe arrangem nts agreed to by local police departments,fire departments,hospitals,contractors,and State and local emergency response teams to co rdinate emergency services,pursuant to section 6 (d) The plan shall list names,addres as,and phone numbers(office and home)o all pf rsonsqualified to act as emergency coordinator(see section 66265.55),and this list shall be k t up to date. Where more than one person is listed,one shall be named as primary emergency coordinator and others shall be listed in the order i which they will assume responsibility as alternates. (e) The plan shall include a list of all emergency equipment at the facility(such as fire extinguishing systems,spill control equipment,communications and alarm systems(internal and edemal%and decontamination equipment),where this equipment is required. This list shall be kept up to date.In addition,the plan shall include the�ocation and a physical description of each item on the list,and a brief outline of its capabilities. (f) The plan shall include an evacuati n plan for facility personnel where there is a possibility that evacuation could be necessary. This plan shall describe signal(s)to be used to be in evacuation,evacuation routes,and alternate evacuation routes(in cases where the primary routes could be blocked by releases of hazardous aste or fires). (g) The plan shall include the current t lephone number of the State Office of Emergency Services. 46 66265.53(a) (CCR) Con ingency plan not on site. A copy of the contingency plan and all re isions to the plan shall be: (a) maintained at the facility;and (b) submitted to all local police depart ents,fire departments,hospitals,and State and local emergency response teams that may be called upon to provide emergency services. 47 66265.55 (CCR) No eme gency coordinator. At all times,there shall be at least one emloyee either on the facility premises or on call(i.e.,available to respond to an emergency by reaching the facility within a short period of time)with t responsibility for coordinating all emergency response measures. This emergency coordinator shall be thoroughly familiar with all aspects of the f cility's contingency plan,all operations and activities at the facility,the location and characteristics of waste handled,the location of all records within t e facility,and the facility layout.In addition,this person shall have the authority to commit the resources needed to carry out the contingency plan.
