The monitoring plan is not current and/or not approved by the EHD. -Both monitoring plans list the panel as a TLS 350. The panel on site is a TLS 350R. -Both monitoring plans list the leak detector as a model LD2000. The leak detectors on site are both 99LD2000. The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a minor violation. 201 CCR 2712(b)(1-2)Failure to maintain monitoring, maintenance, and follow up action records. Maintenance and monitoring records for the last three years were not found on site. No work order was found for removal of liquid from spill containers in December 2018. According to the designated operator inspection report,this work was done under ticket#58138559. These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. Immediately locate and maintain all maintenance and monitoring records for the last three years on site and submit copies of the missing records to the EHD. This is a minor violation.
