All line leak detectors shall be
capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested
it, and it passed.
This was corrected on site.
This is a minor violation.
320 CCR 2635, 2637.2,2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill
prevention.
This facility does not have an approved overfill prevention system. According to the site's tank form, the site is
using audible/visual alarms and ball float as their overfill protection. The site's Overfill Prevention Equipment
Inspection Report Form dated 9/28/2018, stated that there are no ball floats. The site has single walled vent piping
and was installed in 2001, therefore, the site cannot use audible/visual alarms only as the only means of overfill
protection. Verify the presence of ball floats, if the site has existing ball floats, have them inspected for the 36
months testing and submit test results. Immediately schedule these tests and provide 48 hours notification to the
EHD.
This is a Class II violation.
Overall Inspection Comments:
An inspection report was provided to the facility operator on the day of inspection. The report was amended by
the EHD. The amended report replaces the initial report.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, within 30 days of receiving the amended inspection report.
Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an
appointment, please call (209)468-3420.
Documents provided:
-Return to compliance certification
-EHD class schedule
FA0007722 PR0507164 SCO01 07/02/2019
EHD 23-01 Rev.09/28/2018 Page 5 of 6 Underground Storage Tank Program OIR
1868 E.
