Potential Significant Effect <br /> The project, in combination with the other existing and planned cumulative projects within the planning <br /> area, could create cumulatively significant air quality impacts due to total cumulative project emissions. <br /> Description of Specific Impact <br /> The Project site is located in the San Joaquin Valley Air Basin(SJVAB), where air quality conditions are <br /> regulated by the SJVAPCD. The emissions would be cumulatively significant if, with mitigation, there <br /> remains any increase in a pollutant for which the SJVAB is classified as a nonattainment area. The <br /> SJVAB is in nonattainment for PMIo,PM2.5, and ozone. All of the proposed Project and other.cumulative <br /> project components that contribute to potential emissions from their operation are summarized below as <br /> the net emissions increase after mitigation is applied. Near term and long term scenarios are presented, <br /> since the impact significance varies with each scenario. <br /> The near term total cumulative projects mitigated NOx emissions are 267.06 tpy. The near term total <br /> cumulative projects mitigated VOC emissions are 132.05 tpy. The near term total cumulative projects <br /> mitigated particulate matter emissions of PMIo are 244.01 tpy, and the near term mitigated emissions of <br /> PM2.5 are 57.57 tpy. The long term total cumulative projects mitigated particulate matter emissions of <br /> PMIo are 339.14 tpy,and the long term mitigated emissions of PM2.5 are 93.07 tpy. <br /> The long term total cumulative projects mitigated NOx emissions are 301.24 tpy. The long term total <br /> cumulative projects mitigated VOC emissions are 159.58 tpy. The long term total cumulative projects <br /> mitigated CO emissions are 232.15 tpy. <br /> As presented in the Draft EIR, although the cumulative and Project level impacts have been lessened to <br /> the extent feasible by the design features, imposition of all reasonable and applicable mitigation measures, <br /> and the SJVAPCD's rules and regulations, including Regulation VIII, the proposed project as described <br /> and evaluated against the background of the serious existing conditions of the air basin will remain <br /> significant and unavoidable. The near term scenario cumulative project operational impacts will remain <br /> significant and unavoidable for emissions of NOx, VOC and PMIo. The long term scenario cumulative <br /> projects operational impacts will remain significant and unavoidable for emissions of NOx, VOC, CO, <br /> and PMio. <br /> Finding <br /> The cumulative air quality impact from total cumulative project emissions is considered significant and <br /> unavoidable. All feasible and reasonable changes or alterations have been required in, or incorporated <br /> into,the project that substantially lessen the potentially significant effect as identified in the Final EIR. <br /> Brief Explanation of the Rationale for the Finding <br /> CEQA requires that all feasible and reasonable mitigation be applied to the project to reduce the impacts <br /> from total cumulative project emissions on air quality. Implementation of Mitigation Measures 4.1-1, <br /> 4.1-2, 4.1-3, 4.1-4, 4.1-5, 4.1-6, and 4.1-7 would reduce total cumulative project emissions.
