Enforcement Agency for approval prior to the <br /> acceptance of waste. The Loadcheck program and <br /> quality assurance/quality control program will be <br /> submitted to the Planning Department after LEA <br /> approval. <br /> Steps to Compliance: <br /> A. The restriction to accept only'five waste streams, biosolids, treated auto <br /> shredder waste, cogeneration ash (fly ash), spent sandblast media, and <br /> lime filter cake, for disposal shall be included as a condition of approval <br /> in the CUP. Inspections and monitoring would be conducted by the <br /> EHSD. <br /> B. The Project applicant will consult with the CIWMB regarding the five, <br /> waste streams (biosolids, treated auto shredder waste, cogeneration ash <br /> (fly ash), spend sandblast media and lime filter cake) that are not <br /> currently recycled or normally disposed of in Class III landfills in Kern <br /> County (a practice not likely to change in the near future), being subject <br /> to the Disposal Reporting System (DRS) and determine whether 1) an <br /> exemption from disposal reporting can be obtained, or 2) a solid waste <br /> facilities permit can be obtained that is not subject to disposal reporting. <br /> C. Submit the CIWMB approved DRS exemption to the LEA and the <br /> Planning Department prior to acceptance of waste. <br /> D. The prohibition from accepting four of the waste streams, shredded auto <br /> tires, concrete/cement rubble, designated asphalt products, and chipped <br /> construction lumber, for disposal or for beneficial use shall be included <br /> as a condition of approval in the CUP. Inspections and monitoring <br /> would be conducted by the EHSD. <br /> E. The LoadCheck Program portion of this measure will be included as a <br /> condition of approval in the CUP. Inspections and monitoring would be <br /> conducted by the EHSD. <br /> F. Following LEA approval, the Loadcheck Program will be submitted to <br /> the Kern County Planning Department. <br /> #15 MM 4.5-4. A revised, Project-specific, site health and Prior to commencement of Environmental Health <br /> 4.5-2 safety plan shall be provided to the Local Enforcement operations permitted by Services Department <br /> 15 <br /> Final Board of Supervisors 3/15/16 <br />
