Community Development Department. Fencing shall include small mesh <br /> (1/4-inch diameter or smaller.) <br /> (tt) Only the following wastes may be disposed at this facility at no more than <br /> 2,000 tons per day, individually or collectively: dewatered Class A and B <br /> biosolids,spent sandblast media,fly ash treated auto shredder waste,and lime filter <br /> cake. <br /> (uu) The following waste streams are prohibited for disposal at this facility: shredded <br /> auto tires, concrete/cement rubble, designated asphalt products, and chipped <br /> construction lumber. <br /> (vv) Disposal capacity of the project is capped at 8.35 million cubic yards. <br /> (ww) All wastes shall be covered by the end of the working day with soil. <br /> (xx) The applicant shall submit to the Local Enforcement Agency(Kern County Public <br /> Health Services Department/Environmental Health Division) an extreme weather <br /> operations manual which addresses operation of this facility during extreme <br /> weather events,such as dust storms,high winds,heavy rains,and heavy fog. This <br /> includes incoming and outgoing truck operations during high winds and low <br /> visibility conditions. This manual shall become part of the Report of Disposal Site <br /> Information. <br /> (yy) Litter control for the site must be included in the Report of Site Disposal <br /> Information,including inspection of tarps on incoming trucks. Fugitive litter shall <br /> also be addressed, including frequency of removal and the distance from the front <br /> gate of removal. <br /> (zz) The applicant shall comply with any and all requirements of the Solid Waste <br /> Facilities Permit, including the Waste Discharge Requirements, of the California <br /> Regional Water Quality Control Board. <br /> *(aaa) <br /> 1. Project work areas subject to disturbance will be limited to the area that <br /> has been evaluated during the biological reconnaissance survey and the <br /> boundaries of all work areas will be clearly delineated in the field. The <br /> area surveyed_included all areas not currently being used for disposal <br /> activities within the project area and an approximately 200-foot buffer. <br /> All H. M.Holloway employees and any subcontractor doing work within <br /> the permit area will be informed of the project perimeter of the area <br /> surveyed. <br /> 2. Prior to new ground disturbing activities outside of the proposed fenced <br /> area and for activities conducted within the additional marshalling and <br /> stockpiling area a preactivity survey will be performed by a qualified <br /> biologist not more than 14 days prior (see Figure 3-7). If, during those <br /> surveys, resources that have been evaluated in this report are found, <br /> necessary and applicable measures will be implemented to avoid/minimize <br /> potential impacts. A copy of the pre-activity survey report,which includes <br /> delineation of survey areas and pertinent project features, shall be <br /> submitted to the Kern County Planning and Community Development <br /> Department prior to initiating new ground disturbing activities outside the <br /> fenced area, or within the marshalling and stockpiling area.
