Manteca 40 <br /> City of Manteca <br /> PLANNING COMMISSION RESOLUTION NO. 1520 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MANTECA MAKING <br /> FINDINGS AND APPROVING THE SITE PLAN REVIEW FOR THE VALENCIA PLACE <br /> APARTMENTS SPA 18-134 <br /> WHEREAS, the Manteca Planning Commission at their duly noticed public hearing of May 28, <br /> 2019, considered Site Plan and Design Review No. 18-134 and Tentative Parcel Map No. 19-09 <br /> for the Valencia Place Apartments filed by Atherton Woodward Partners, LLC, P.O. Box 1870, <br /> Manteca, CA 95336; and <br /> WHEREAS, the Valencia Place Apartments Project is located at 6782 & 6793 W. Quintal Road, <br /> identified by Assessor's Parcel Numbers (APNs) 224-021-14 and 224-021-15; and <br /> WHEREAS, the project area has a General Plan Land Use designation of Commercial Mixed <br /> Use (CMU), and is zoned Mixed Use Commercial (CMU); and <br /> WHEREAS, the Site Plan and Design Review proposes to construct a 428-unit apartment <br /> complex with associated club houses, pools, parking, open space and landscaping in two <br /> phases,- and <br /> WHEREAS, the Tentative Parce' Map proposes to subdiv.de a 20.3± acre parcel into 2-parcels <br /> with Parcel A containing 10.8± net acres and Parce' B containing 9.3± net acres; and <br /> WHEREAS, the Tentative Parcel Map was reviewed for conformance with Section 16.15.030 of <br /> the Subdivision Ordinance of the C ty of Manteca; and <br /> WHEREAS, an Initial Study/Mitigated Negative Declaration for the Valencia Place Apartments <br /> project considered the requested Site Plan and Design Review, and was prepared and <br /> considered by the Planning Commission in compl;ance with the provisions of the California <br /> Environmental Quality Act (CEQA), and <br /> WHEREAS, a Notice of Intent to adopt the IS/MND was posted and routed to the City's regular <br /> list of responsible agencies and interested parties on March 15, 2019 for a period of 30-days; <br /> and <br /> WHEREAS, all legal prerequisites to the approval of this request have occurred, and <br /> NOW, THEREFORE, BE IT RESOLVED that the Manteca Planning Commission pursuant to <br /> the Manteca Municipal Code, upon evidence in the staff report and project file makes the <br /> following findings to support the approval of Site Plan and Design Review No. 18-134: <br /> 1. An Initial Study and Mitigated Negative Declaration (IS/MND) File No. IS-18-135 were <br /> prepared to disclose potential environmental effects of the proposed project. The MND was <br /> prepared in compliance with the California Environmental Quality Act (CEQA) (as amended <br /> through Public Resources Code Section 21000 et seq.) and the State CEQA Guidelines <br /> (California Code of Regulation Section 15000 et seq.) and, is found to be adequate <br /> environmental documentation for this project <br /> Page 1 of 3 <br />
