Observed about one up of used oil in a bucket used to collect oil from oil filters. Discussed with <br /> generator that all hazardous waste containers shall be marked with the following information: <br /> 1. the words "Hazardous aste"; 2. name and address of generator; 3. hazardous properties <br /> 4. physical state; 5. compo ition (contents); 6. accumulation start date <br /> Observed generator place the used oil in used oil drums at Crossroads Automotive (see below#999, <br /> HSC 25250.11 (b). Discre ancy was corrected on site. <br /> 610. One open bucket of rained used oil filters was not labeled nor stored in a closed container. <br /> Drained oil filters shall be s ored in a closed containers labeled "drained used oil filters" and the date of <br /> accumulation. Generators ated the used oil filters were generated recently (a few weeks); observede <br /> generator placed the used it filters at above-mentioned Crossroads Automotive. Discrepancy was <br /> corrected on site. Discuss d with generator that whether he choose to drop off drained used oil filters at <br /> Crossroad Automotive loca ed as he has always done, or begin storing them on site, he must retain <br /> used oil disposal records for three years. (see Violation #128 on Page 4) <br /> 703. An emergency coordi ator and modified contingency plan information is lacking. There must be at <br /> least one emergency coord nator on site or on call to coordinate emergency response measures, and <br /> the following information m st be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire xtinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire d partment, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose. Disc epancy was corrected on site. <br /> 999. HSC 25404 (e)(4). EI ctronic submittal requirement on the California Environmental Reporting <br /> System (CERS) has not be n met. Facility shall submit electronic information for hazardous materials <br /> management system, inclu ing hazardous waste, on the CERS website, which can be found on http:.H <br /> cers.calepa.ca.gov/. Discre ancy was corrected on site. <br /> 999. HSC 25250.11 (b) Dis ussed with generator the conditions required for exemption of retaining <br /> manifest for shipping used it to a used oil location were. : 1) The capacity of any single container does <br /> not exceed 55 gallons. 2) E ch shipment of used oil does not exceed 55 gallons. 3) The person <br /> transporting the used oil ha generated the used oil. 4) If the destination location was not contacted to <br /> verify if the location will acc pt the used oil first, then the amount of used oil transported cannot exceed <br /> 20 gallons in containers tha cannot exceed 5 gallons in capacity.
