The owner or operator of a hazardous waste tank <br /> shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, <br /> registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, <br /> storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. <br /> Immediately have an assessment prepared for the used oil tank. Submit a schedule showing when this will be <br /> accomplished and a copy of final tank assessment to the EHD. <br /> This is a Class I violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> Inspections of the hazardous waste tank system was not performed and documented. The following items are <br /> required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5.for uncovered tanks, the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br /> Submit a copy of the inspection log for the next 30 days to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 12, 2018. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). One black <br /> metal 55 gallon drum of drain used oil-filters and one black metal 55 gallon drum of paper filters were observed <br /> without accumulation start dates.
