The <br /> purpose of the SWAT is to determine if hazardous waste is leaching into <br /> surface or ground water on, under, and within one mile of the disposal site. <br /> The State Water Resources Control Board has ranked all solid waste disposal <br /> sites within the State. This ranking is used to determine when each landfill <br /> owner/operator is required to do a SWAT. Each rank contains 150 sites. The <br /> due date for your SWAT is dependent on your site's ranking. The City is <br /> listed in Rank 6. This means that the City is required to perform a SWAT on <br /> this site during the period 1 July 1991 to 30 June 1992. <br /> The SWAT Investigation consists of two phases. The first phase involves the <br /> preparation of SWAT Proposal. After Regional Board review and approval of <br /> the SWAT Proposal , the SWAT Investigation is completed and a final report sent <br /> to the Regional Board. Guidance for preparing both a SWAT Proposal and SWAT <br /> Report, along with a copy of Water Code Section 13273, are enclosed with this <br /> letter. <br /> Normally a SWAT Proposal would be requested for your site prior to 1 June <br /> 1991. However, State funding will likely not be available for the Regional <br /> Board to review SWAT proposals for Rank 6 sites during the next State Fiscal <br /> Year, which runs from 1 July 1991 - 30 June 1992. Therefore, we are not <br /> requesting that you submit a SWAT Proposal at this time. Should funding <br /> become available for this work at the Regional Board, we will notify you. We <br /> suggest that you consider the requirements for Water Code Section 13273 and <br /> decide whether you wish to proceed or plan to do a SWAT. <br /> Under certain circumstances, the disposal site operator/owner may request a <br /> waiver of the SWAT requirement if ongoing monitoring information can conclu- <br /> sively demonstrate that hazardous wastes are migrating from the site into <br /> waters of the State. The waiver request should be made to the Regional Board <br /> and accompanied by supporting information that describes the leaking hazardous <br /> substance(s). <br />
