Finding 19 will require the SWD to install a <br /> secondary and very deep monitoring well network at the CHSL. <br /> The purpose of this letter is to provide information to the Regional Water Quality Board <br /> (RWQCB) which substantiates that this secondary monitoring well network is not <br /> necessary. <br /> BACKGROUND <br /> The CHSL was operational from the mid 1950's to May 1995. The landfill is located in <br /> the foothills along the eastern flank of the coast ranges (see Figure 1). During the period <br /> of operation the landfill mainly accepted municipal refuse and to a less degree <br /> agricultural waste from the Tracy, California area. The landfill is situated in an and <br /> environment where the average rainfall is approximately 8-inches per year. <br /> The groundwater monitoring network at the landfill was completed in 1988. The <br /> monitoring network consists of a primary series of three shallow wells (MW-4, MW-5, <br /> and SB-1) and a secondary series of three deep wells (MW-1, MW-2, and MW-3) as <br /> shown on Figure 2. The primary wells are installed in groundwater perched on the <br /> Corcoran Clay.
