Schneider
California Regional Water Quality Control Board
Central Valley Region
3443 Routier Road
Sacramento, California 95827
SUBJECT: AGENDA ITEM 9 - WASTE DISCHARGE REQUIREMENTS
Dear Mr. Schneider:
At its June 14,2001 meeting, the Central Valley Regional Water Quality Control Board will
consider Agenda Item 9, establishing waste discharge requirements(WDR) for San Joaquin
County's closed Corral Hollow Landfill. Finding 19 of the WDR requires the installation of a
secondary groundwater monitoring network. San Joaquin County feels that this requirement is
unnecessary and creates onerous financial burdens on the County.
Enclosed is a report prepared by our consultant which supports our belief that the proposed
monitoring network is unnecessary. Based on this information, the County respectfully requests
that the Central Valley Regional Water Quality Control Board remove Finding 19 from the
proposed WDR.
If you have any questions, you may reach me at 209-469-3031.
Sincerely,
S VE WINKLER,P.E.
Deputy Director- Operations
SW:th:vn
N:\Michael\CH\GWmon\wdr report.wpd
Enclosure
c: Robert McC1ellon,Public Health Services,Environmental Health Division
LA 64201
