Box 1810 <br /> Stockton, CA 95201 <br /> EVALUATIONOFEXTENT OF VOCIMPACTS TO SH,4LL0W G'ROUNDWATE'R AND <br /> PROPOSED CORRECTIVE ACTION, CORRAL HOLL 0 WSANITARYLANDFILL,SAN <br /> JOAQUIIV COUNTY(CASENO. 1896) <br /> In August of 2000, San Joaquin County submitted a report that supports the county's interpretation that <br /> concentrations of volatile organic compounds (VOCs) detected in groundwater monitoring well MW-5 <br /> are associated with diffusion of VOCs from landfill gas. Consultants for the county sampled landfill gas <br /> emissions along the northern boundary of the landfill and found significant amounts of methane and <br /> VOCs. The county is in the process of installing a landfill gas collection system to mitigate the methane <br /> emissions. The county has also proposed this system as a corrective action to reduce the VOC <br /> concentrations detected in MW-5. You have indicated that the system should be operational during <br /> Spring 2001. <br /> Implementation of a corrective action measure necessitates Board approval of a Report of Waste <br /> Discharge (ROWD) update. In compliance with Title 27, California Code of Regulations, § <br /> 20425(d)(2), the minimum ROWD update shall include delineation of the release, a proposed Water <br /> Standard, detailed description of the corrective action measures, and a plan for a water quality <br /> monitoring program that will demonstrate the effectiveness of the proposed corrective action. The <br /> county should submit the appropriate documents including details of the landfill gas system design and <br /> proposed operation, a schedule for implementation of the corrective action as a Joint Technical <br /> Document (accompanied by the appropriate JTD checklist). Documents already submitted to the <br /> Regional board need not be resubmitted, but should be referred to and included in the checklist if the <br /> county considers them part of the ROWD JTD. The submittal should also be accompanied by the"Joint <br /> Permit Application Form"included as Appendix 1 of Title 27. Please submit the requested ROWD <br /> package by 23 March 2001. <br /> Regional Board staff will incorporate the information provided by the County in revised Waste <br /> Discharge Requirements (WDRs) for Corral Hollow Landfill. The county will be provided with a <br /> "Tentative" draft of the WDRs on 16 April 2001. The Regional Board will complete public notification <br /> prior to adoption of the updated WDRs.
