This proposal <br />was developed after correspondence with Ms. Keeland, using Kleinfelder's current understanding <br />of the site conditions, and is a preliminary understanding of Granite Construction's desires and <br />requirements. Kleinfelder is committed to providing quality service to our clients, commensurate <br />with their wants, needs, and desired level of risk. If a portion of this proposal does not meet the <br />needs of Granite Construction, or if those needs have changed, Kleinfelder will consider <br />appropriate modifications, subject to the standards of care to which we adhere as professionals. <br />Modifications such as changes in scope, methodology, scheduling, and contract terms and <br />conditions may result in changes to the risks assumed by you, as well as adjustments to our fees. <br />We look forward to the opportunity to serve you. <br />Granite Construction Company uncovered approximately 50 yards of soil with ash and remnant <br />bottles during trenching operations at the Granite Tracy facility. Mr. Robert McClellon of San <br />Joaquin County Public Health Services, Environmental Health Division (PHS/El-ID) observed the <br />material and has requested that a workplan be submitted for the purpose of characterizing the <br />material. PHS/EHD also requested that the material be sampled and analyzed for the following <br />analyses: <br />• Total Petroleum Hydrocarbons as Referenced to Gasoline (TPH-G) <br />• Total Petroleum Hydrocarbons as Referenced to Diesel (TPH-D) <br />• Benzene, Toluene, Ethylbenzene and Total Xylenes (BTEX) <br />• Total Threshold Limit Concentrations (TTLCs) of California Assessment Manual (CAM - <br />17) metals. <br />• Semi -Volatile Organics by EPA Method 8270 <br />Mr. McClellon commented that Granite Constructions consultant may wish to analyze additional <br />analytes. Granite Construction has requested Kleinfelder to develop a workplan to address <br />PHS/EHDs request.
