WASTE DISCHARGE RE MENTS ORDER NO. -7- <br /> SAN JOAQUIN COUNTY <br /> FOR POST-CLOSURE AND CORRECTIVE ACTION MONITORING <br /> CORRAL HOLLOW SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 4. The discharge shall not cause the release of pollutants, or waste constituents in a <br /> manner which could cause a condition of nuisance, degradation, contamination, or <br /> pollution of groundwater to occur, as indicated by the most appropriate statistical or <br /> nonstatistical data analysis method and retest method listed in this Order, the <br /> Monitoring and Reporting Program, or the Standard Provisions and Reporting <br /> Requirements. <br /> 5. The discharge of solid or liquid waste or leachate to surface waters, surface water <br /> drainage courses, or groundwater is prohibited. <br /> 6. The discharge shall not cause any increase in the concentration of waste constituents <br /> in soil-pore gas, soil-pore liquid, soil, or other geologic materials outside of the Unit <br /> if such waste constituents could migrate to waters of the State—in either the liquid <br /> or the gaseous phase—and cause a condition of nuisance, degradation, <br /> contamination, or pollution. <br /> B. DISCHARGE SPECIFICATIONS <br /> 1. Water used for facility maintenance shall be limited to the minimum amount <br /> necessary for dust control and irrigation to promote vegetation for erosion control. <br /> 2. Discharge of gas condensate shall comply with Title 27 §20090.Methane and other <br /> landfill gases shall be adequately vented, removed from the landfill units, or <br /> otherwise controlled to prevent danger of explosion, adverse health effects, nuisance <br /> conditions, or the impairment of beneficial uses of water due to migration through the <br /> vadose zone. <br /> C. LANDFILL GAS EXTRACTION SYSTEM <br /> 1. Thirty-nine landfill gas extraction wells will be installed vertically to approximately 5 <br /> feet above the base of the refuse. The extracted landfill gas will be routed to a <br /> blower/flare facility located at the southern end of the landfill. <br /> 2. Gas condensate sumps will be installed along low points of the piping and gas <br /> condensate will be collected into one holding tank located near the blower/flare <br /> station. Accumulation of liquid within the holding tank will trigger a pump that will <br /> route the condensate liquid to the flare for evaporation. <br />
