CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road,Suite A,Sacramento,California 95827 <br /> PUBLIC HEARING <br /> Concerning Consideration of <br /> the Revision of <br /> WASTE DISCHARGER <br /> REQUIREMENTS <br /> FO <br /> SAN JOAQUIN COUNTY <br /> FOR <br /> POST-CLOSURE AND CORRECTIVE ACTION MONITORING <br /> CORRAL HOLLOW SANITARY LANDFILL, <br /> MUNICIPAL SOLID WASTE LANDFILL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The County of San Joaquin(hereafter referred to as Discharger) owns and operates a closed <br /> municipal solid waste landfill five miles south of Tracy, near Corral Hollow Creek. The Board <br /> adopted Waste Discharge Requirements (WDRs)No. 94-259 on 16 September 1994 for the <br /> closure and post-closure maintenance of the Corral Hollow Sanitary Landfill. The facility has <br /> been closed since 1995. Volatile organic compounds (VOCs) have been present in one shallow <br /> groundwater monitoring well and concentrations have been increasing. The shallow <br /> groundwater is only present beneath the northeastern portion of the landfill. Landfill gas beneath <br /> the site contains similar VOCs as found in the shallow groundwater. A deeper aquifer underlies <br /> the entire facility,but wells formerly monitoring the deeper water quality have been dry during <br /> the last ten years, so no subsurface monitoring has occurred beneath the southwestern half of the <br /> landfill. <br /> The proposed revision to the WDRs recognizes that the Dischargers are installing a landfill gas <br /> extraction and collection system. The county has proposed the extraction of landfill gas as a <br /> corrective action program for the VOCs in shallow groundwater. The WDRs are being updated to <br /> reflect that the site is in post-closure maintenance including corrective action for groundwater <br /> and landfill gas, and that concentration limits for groundwater corrective action are being <br /> developed. Additionally, the proposed revised requirements also require the county to propose <br /> adequate subsurface monitoring for the southwestern half of the landfill. <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> which is scheduled for: <br /> DATE: 14 June 2001 <br /> TIME: 9:00 a.m. <br /> PLACE: Regional Water Quality Control Board, Meeting Room <br /> 3443 Routier Road, Suite A <br /> Sacramento, California 95827 <br /> The hearing will not be conducted according to the technical rules of evidence, but evidence is <br /> presented by sworn testimony and staff and designated parties providing testimony are subject to <br /> cross examination. The Board will accept any evidence or testimony that is reasonably relevant. <br />
