Wright
Environmental
Services, Inc.
Construction # Engineering ® Remediation
July 24, 2000
California Regional Water Quality Control Board
Mr. Howard Hold
3443 Routicr Road, Suite A
Sacramento, CA 95827-3003
F&O-T M X n K In, 5 1
Wright Environmental Services. Inc. (Wright) is in receipt of a letter dated July 7; 2000 regarding closure
report for City of Tracy Class 11 Treatment Facility, W.D.O. 94-216.
Wright has been contacted by City of Tracy to review the letter and at this time has not provided Wright
with a contract to provide any additional services. In addition, our task order associated with the Land
Treatment Facility has lapsed and therefore until authorization by City of Tracy, Wright cannot take any
action relative to your letter.
For your information, Wright had prepared a draft of the subject closure report, and was awaiting final
drawings from the City subcontractor prior to the boards 27th April notice of violation. We were not
responding to the notice of violation, and it happens the report was sent in close proximity to the violation,
after the drawings were received from the City subcontractor.
Regarding soil sample analysis for vdlatile organic compounds-, I have checked with the tab and found that
the extraction process was completed on May 13, two days after the holding time expired. The laboratory
has acknowledged the error on their part and subject to any agreements the City and Wright may make with
you regarding a two-day breech (even though guidelines were reasonable and conservative for quantitative
analysis for volatile organic compounds). The laboratory will reanalyze new samples if required.
Obviously Wright desires to maintain high professional standards and if after reviewing the data generated
from this site the board requires reanalysis, then Wright will resample.
I will be in communication with City of Tracy to issue a task order to Wright to complete the addendum to
the closure report which addresses the issues 'presented in the July 7, 2000 letter as well as April 2T 2000
notice of vioLqtilon-
Sincerely yours,
r
John Lynch
President
Cc: City of Tracy; Mr. Paul Verma
San Joaquin County Public Health Department, Stockton; Nft.
