Box 1810 <br /> Stockton, CA 95201 <br /> PROPOSED REVISIONS TO WASTE DISCHARGE REQUIREMENTS, CORRAL HOLLOW <br /> SANITAR Y LANDFILL, SAN JOA Q UIN CO UNTY(Case No. 1896) <br /> The Regional Board has received your letter dated 8 May 2001 with your comments regarding the <br /> Tentative Waste Discharge Requirements (WDRs) for the Corral Hollow Sanitary Landfill. The <br /> proposed revisions to the WDRs in response to your letter are included in the attached redline strike- <br /> through WDRs and the associated Monitoring and Reporting Program(MRP). <br /> I will first address the two specific comments in your letter. Both of the following comments (the <br /> County's comments are typed in italics and the Regional Board responses follow)were also discussed to <br /> some extent during our meeting on 1 May 2001. <br /> 1. "First, the County requests that the cations/anions that have been added to quarterly <br /> monitoring(carbonate, bicarbonate, calcium, magnesium,potassium, and sodium), be changed <br /> to annual monitoring. " <br /> Table I of the MRP will be revised in accordance with this comment. The Stiff diagram and Piper <br /> graphs mentioned under section D 1 of the MRP would accordingly be prepared annually also. <br /> 2. "The County also requests the removal of finding 19, requiring the monitoring of groundwater <br /> in the southwestern half of the landfill. The enclosed maps show that the historic groundwater <br /> flow direction is north by northeast, and thus the southwestern half of the landfill would be <br /> considered up gradient. Also, the gas control system has shown that the waste in the landfill is <br /> very dry. Several times the bottom of the landfill was encountered while drilling the gas wells, <br /> and leachate was not encountered. The operation of the gas system will also remove moisture <br /> from the waste. Thus the chances that leachate could be affecting this very deep aquifer are <br /> very small. " <br /> Finding 19 has not been removed,but has been reworded for clarity. The shallow groundwater present <br /> at the northeastern edge of the landfill is apparently not laterally extensive. Therefore, more than half <br /> the landfill is not underlain by the shallow groundwater and the deeper flow zone is the first encountered <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
