SAN JOAQUIN <br />COUNTY— <br />Environmental <br />OU 1TY <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />CRUISERS MANTECA #29 <br />1137 W LATHROP RD, MANTECA <br />August 24, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR- Notice to Comply) <br />Item # <br />Remarks <br />306 <br />CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br />opportunity. <br />OBSERVATION: The 91 STP sensor was raised approximately one inches off the lowest point of the sump [OR <br />LOCATED ON TOP OF THE SADDLE OF THE TANK OR WRONG SIDE, ETC] and not located to detect a leak at <br />the earliest opportunity. <br />REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br />possible opportunity. <br />CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br />Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br />This is a Class II violation. <br />319 <br />CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be <br />tested. <br />OBSERVATION: The 87 and 91 spill container failed when tested. <br />REGULATION GUIDANCE: All spill containers shall have a minimum capacity of five gallons and be capable of <br />containing a spill or overfill until it is detected or cleaned up. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to repair or <br />replace the spill container under permit and inspection of the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />On site for the monitoring system certification. The testing was not witnessed in its entirety. Looked inside all <br />sumps and UDCs. Verified proper sensor locations. Verified spill bucket 5 gallon capacity <br />A checklist was provided; a complete report will be provided at the time of paperwork inspection. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate <br />($152).
