According to the <br /> manager,Watts services the forklifts and takes the used oil back with them. The receipts did not indicate how <br /> much oil was being generated. Hazardous waste generators shall retain copies of all manifests signed off by the <br /> disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them <br /> readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain <br /> them on site. Start maintining records showing how much used oil is picked up from the forklifts. <br /> This is a minor violation. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> Ink stains/dried accumulated ink was observed on the ground throughout the facility. In the outside area, oily <br /> absorbent/oily staining was observed in several areas. One of the machines near the hazardous waste storage <br /> area had an oil leak. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion,or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean the <br /> wastes and fix the leak. Manage the wastes according to Title 22 hazardous waste regulations. Submit a statement <br /> and supporting documentation explaining how the wastes and leak were managed. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> Near Press 6: <br /> -One white 5 gallon plastic bucket containing an oily sludge was observed without a lid. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close this container and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a repeat violation, Class II. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Near press 6: <br /> -One blue 55 gallon steel drum was observed without an empty label. <br /> In the metal shop: <br /> -One white 55 gallon plastic drum and one blue 55 gallon steel drum were observed without an empty label. <br /> In the glue area: <br /> -Two brown 55 gallon paper drums were observed without an empty label. <br /> Containers larger than five gallons that previously held a hazardous material shall be marked with the date they <br /> were emptied and managed within one year of being emptied.
