Pape Machinery invoice NO. 1238718(2-6-2017)indicated that oily solid waste was generated from a broken machine. Holt of California invoice SWO80267023(1-10-2018)indicated that a new oil filter was installed into a machine. Shawn Ross, Facilities Manager stated that if a machine breaks down and leaks,the spill and the broken machine is cleaned up by a maintenance company and taken off site back with them. No disposal records for oily absorbent or used oil filters were observed during the inspection. Per California Health &Safety code(HSC)25163,a valid hazardous waste transporter license is required to transport hazardous waste. Per Title 22 California Code of Regulations(CCR)66266.130, oil filters that are not completely drained need to be managed as hazardous waste. If the oil filters are completely drained,they can be disposed of via recycling. A bill of lading needs to be left with the facility for drained oil filters. Per 22 CCR 66266.130(c)(5),a bill cf lading needs to indicate: the generator and transporter,the receiving company names,addresses and telephone numbers, the quantity and size of the used oil filter containers transferred, and the date of transfer. Immediately make a hazardous waste determination on any waste that is generated through the repair companies. If the waste is deemed to be hazardous manage according to hazardous waste laws and regulations. This is a minor violation. Overall Inspection Comments: An inspection report was provided to the facility operator on the day of inspection. The report was amended by the EHD. The amended report replaces the initial report. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork,within 30 days of receiving the amended inspection report. Note: violation 102 was added Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate($152). To schedule an appointment, please call(209)468-3420. The following violation was corrected on site during the inspection: 406: Three red 55 gallon steel drums were observed without an empty label. Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and managed within one year of being emptied. Start managing all empty containers per this section. Waste streams: used oil, absorbent, oil filters, parts washer Any hazardous waste generated by maintenance is picked up by third party maintenance businesses. The forklifts are serviced by Toyota and Holt. The loaders are serviced by Pape Machinery. The facility had the receipts required but the receipts did not indicate how much waste was generated during each visit. In addition, 312 Luce Ave borders 212 Luce Ave. All of the waste on site is consolidated to one location at 312 Luce Ave. The bills left by the maintenance companies are for 212 Luce Ave. During the inspection, the facility agreed to start writing down how much waste is generated in each facility.
