After reviewing the response, the San
Joaquin County Environmental Health Department (EHD) has determined that most of
the violations have not been corrected. Please be aware that Target Corporation (Target)
will continue to be out of compliance until the outstanding violations have been
corrected.
Below is a summary of the violations found on March 10, 2008 and their current status:
Violation#4 and 5, 25189.5 HSC and 25201(a) HSC
When asked about how spills of hazardous materials are cleaned up, Mr. Andy Vargas,
Executive Team Lead—Logistics, stated that residual hazardous waste from a bleach spill
is diluted with water and disposed of down the drain. Target's response is that comments
made by Mr. Vargas regarding the management of residual hazardous waste were not
standard operating procedure for Target, and that it may have happened in the past.
Submit a copy of Target's standard operation procedure on handling all spills and
disposing of all hazardous waste. Include information on how all spills are cleaned,
stored, and disposed of.
Violation#12, 66265.31 CCR
Regarding the cardboard containers with spillage, Target's response is that they were"set
aside in plastic bags for our vendor to pick up with the next service." Please clarify who
the vendor is and what the service is. Submit a copy of Target's standard operation
procedure on handling contaminated solid waste(absorbent, cardboard, etc.).
