A strong odor of diesel was also apparent in the area . <br /> - An unlabeled yellow over pack drum and an aerosol can was observed near the emergency generator. However, <br /> due to Sheila Caballero's , APTIM Project Scientist, inability to unlock the gate , we were unable to verify what, if <br /> anything , was in the yellow drum . Sheila suspects a drum of diesel product is in the yellow over pack drum . <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br /> hazardous waste determination for the used absorbent, what is contained in the yellow over pack drum , and the <br /> aerosol can , and manage it according the Title 22 hazardous waste regulations . Submit a statement and supporting <br /> documentation explaining how this waste was managed . <br /> This is a minor violation . <br /> 301 CCR 66262 . 34 (d ) (2) Facility not maintained to minimize the release of a hazardous waste. <br /> The following was observed at the facility's emergency generator and transformer area behind the facility: <br /> - Dark staining and used absorbent was observed on the concrete surrounding the facility's emergency generator <br /> and transformer. A strong odor of diesel was also apparent in the area . <br /> Facilities shall be maintained and operated to minimize the possibility of a fire , explosion , or release of hazardous <br /> waste to air, soil , or surface water which could threaten human health or the environment. <br /> Immediately clean the staining and manage according to Title 22 hazardous waste regulations. Submit a statement <br /> and supporting documentation explaining how this waste was managed . <br /> This is a minor violation . <br /> 601 CCR 66262 . 34 (d ) Stored hazardous waste onsite greater than 180 days . <br /> The following was found near the hazardous waste storage area of the facility at the time of inspection : <br /> - A pail of liquid was found labeled as non- RCRA hazardous waste liquid with an accumulation start date of 2/21 /17 . <br /> - A red oily waste can was found containing oily paper towels without an accumulation start date . <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br /> stored on site at any time may store waste on site up to 180 days. <br /> Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy <br /> of the manifest to the EHD . <br /> This is a Class II violation . <br /> FA0010312 PR0535763 SCO01 12/18/2018 <br /> EHD 22-01 Rev. 09/22/16 Page 4 of 5 Small Quantity Hazardous Waste Generator OIR <br />
