Box 1810 <br /> Stockton, CA 95201 <br /> CORRAL HOLLOW SANITARY LANDFILL, WORKPLAN FOR THE INSTALLATION OF A DEEP <br /> GR 0 UND ff,A TER MONITORING WELL MW-6,SANJOA QUIN COUNTY, Case No. 1896 <br /> We have reviewed the subject document dated 16 November 2001. Waste Discharge Requirements(WDRs) <br /> Order No. 5-01-176, Provision G.12.0 requires adequate monitoring of the vadose zone and deeper groundwater <br /> under the southwestern half of the landfill as required by a Detection Monitoring program pursuant to Title 27, <br /> California Code of Regulations. WDRs Finding 19 states, "The Discharger's detection monitoring program for <br /> groundwater at this Unit does not satisfy the requirements contained in Title 27 §20415. Whereas the shallow <br /> groundwater monitoring on the northeastern side of the landfill does monitor the first encountered groundwater, <br /> the first groundwater beneath waste within the southwestern half of the waste management unit has no <br /> monitoring system currently in place. Wells that previously monitored deeper groundwater in compliance with <br /> Title 27 have been dry since 1990. Appropriate monitoring of groundwater beneath the southwestern half of the <br /> landfill should be implemented again." <br /> The Workplan proposes MW-6 be located in the northeast corner of the site because a down-gradient well fulfills <br /> the requirement that the deep groundwater be monitored, and also will adequately monitor the deeper <br /> groundwater at the site. We concur that the County's recommended MW-6 well be located on the northeast <br /> corner as described. Our concurrence with this location is also based upon the fact that groundwater continues to <br /> be impacted at MW-5,the shallow well in this same northeast comer. We do not agree that this well "will <br /> adequately monitor the deeper groundwater at the site." The County remains responsible for ensuring that an <br /> adequate Detection Monitoring system is in place as defined in Finding 19 above. <br /> We recommend that the County drill MW-6 at the proposed location by 1 March 2002. Appropriate monitoring <br /> of groundwater beneath the southwestem half of the landfill must still be implemented according to Title 27 <br /> §20415. Therefore,we request the County submit a workplan,with a time schedule,that proposes the drilling of <br /> MW-7 that will monitor groundwater at the southwestern half of the landfill.
