Box 1810 <br /> Stockton, CA 95201 <br /> PLAN TO EVALUATE IMPACTS TO GROUNDWATER AS PART OF CORRECTIVE <br /> ACTION AT THE CLOSED CORRAL HOLLOW LANDFILL, SAN JOAQUIN COUNTY, <br /> FACILITY NO. 513390307001 <br /> We have reviewed the subject Plan as prepared by San Joaquin County Department of Public Works, <br /> dated 10 February 2005. The submittal of this plan complies with the Regional Board's letter of. <br /> 16 November 2004 requesting an evaluation monitoring plan (EMP) for impacts to monitoring well <br /> MW-5 and MW-4. The County has concurred with our assessment that, "...the data supports the <br /> conclusion that leachate is impacting MW-5 due to obvious landfill leachate increases in TDS, <br /> bicarbonate, chloride and decreasing pH levels (see attached time series charts).... and changes evident <br /> in MW-4 (pH and nitrate; see attached time series chart)." <br /> Based on our review, we find the Plan to be complete. The County proposes to delineate the lateral and <br /> vertical extent of contamination by trenching along the eastern boundary of the site along the drainage <br /> ditch. These operations are proposed for the spring or summer of 2005. The results of this investigation <br /> must be included in a subsequent Corrective Action Plan (CAP), which must be submitted within 90 <br /> days from the conclusion of the investigation. The CAP should include a map showing the extent of <br /> refuse along the boundary of the closed site, as well as, a technocologic and economic feasibility study <br /> of alternatives to remediating the site pursuant to Title 27 CCR Section 20430 and Waste Discharge <br /> Requirements Order No. 5-01-0176. <br /> Please contact me a minimum of one week before trenching operations so I may plan to observe the <br /> work.
