The issuance of a permit to operate a small public water system by the local primacy <br /> agency (EHD) is prohibited without the concurrence of the Water Board. To issue a permit to operate, concurrence <br /> from the Water Board is required. A yearly permit to operate a public water system will be <br /> required by the EHD prior to sign off of the certificate of final occupancy (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 116570. <br /> 6. All compostable materials handling activities shall obtain a Compostable Materials Handling <br /> Facility Permit pursuant to the requirements of Title 27, California Code of Regulations, <br /> Division 2, Subdivision 1, Chapter 4, Subchapter 1 and Subchapter 3, Articles 1,2,3, and 3.1 <br /> (commencing with section 21450) prior to commencing operations. <br /> 7. All compostable material handling operations and facilities shall prepare, implement and <br /> maintain a site-specific odor impact minimization plan. A complete Report of Facility <br /> Information document with an Odor Management Impact Plan shall be submitted 150 days <br /> prior commencing operation (California Code of Regulation Chapter 14, Section 17863.4) <br /> Applicant shall contact Robert McClellon at 209-468-0332 for more information. <br /> 8.
